Unsold strategic or public tokens were locked indefinetly.
Difference between total and max supply refers to the following: 10% of total supply is for liquidity, which is always locked and never sold on the market. 35% for rewards spanning over many years (\~3M annually), majority of which might never be released provided buybacks replenish the pool adequately. Lastly, 20%+ for development and marketing are vested and majority will not be released anytime soon as we have enough funds from the raise.
